It is listed as OldDocumentation because the official location is:
http://doc.bazaar-vcs.org/bzr.dev/en/tutorials/centralized_workflow.html
I don't specifically see a way that the new location is actually
*linked* from anywhere. (In general I don't see good links to the
tutorials, am I just missing it?)
Or maybe you were thinking:

Which is now in:
