I think there are two answers to this:

1.  The person, people, team, organization, whatever, is choosing to use
Bazaar instead of Subversion exactly because it is not centralized:  the
whole purpose is to escape the strictures of a centralized system.
Indicating to them that they should just carry on using centralized
mindset is a strong negative point on the supposedly distributed VCS. 

2.  The organization has put forward a diktat that Bazaar be used
instead of Subversion and failed to properly train the people working in
the organization.  The organization thinks it has moved to a centralized
system but people quickly find they can use it in a centralized manner
and therefore have no need to change their mindset or behaviour -- much
to the confusion of the organization.

I am not sure what Canonical are doing, but I strongly suspect that
having a one- or two-day course available via training companies such as
Skills Matter would help.  If there are no such courses already
available, I will put something together.
