[loggerhead:MERGE] Add Copyright to the files

The attached patch just adds a COPYING file, and some copyright
statements to various files (and some minor docstrings).

I didn't add a Copyright () XXX line to most files, because I honestly
don't have a clue who has the copyright on Loggerhead. I know we've had
some Canonical hackers on it (mwhudson, beuno), but I know the original
code was Robey's.

Anyway, it might be nice to clarify that sort of thing, because as it
stands, the copyright headers are a bit of a mess.

I was just really surprised that it wasn't clear from the beginning that
everything was GPLed.

A small change to the README.txt, because it wasn't updated when Jelmer
removed the .py from start/stop.
