[MERGE] make 'push' default to parent branch

This tiny patch makes 'bzr push' use the parent branch if nothing 
is remembered or specified.  It saves the user from having to 
type in the parent URL twice in a common work flow, and improves 
consistency with git, hg, darcs, bitkeeper, and svk.
