[MERGE][#250422] implement RemoteBzrDir.get_config(), allowing push over the hpss to see a default stacking policy.

This bundle fixes bug 250422 in Launchpad ("pushing over hpss ignores
stacking policy").  Stepping through in pdb found me the problem:
calling get_config() on RemoteBzrDir wasn't finding the config that
contains the default stacking policy.  With a prod from spiv, that's
fixed and I've adjusted the tests to match.  I've also verified that
this fix fixes the problem mentioned in the bug report too: pushes over
the hpss now use the default stacking policy.
