[MERGE][PQM][Bug #42866] Fix web UI for legacy commands

The attached is a trivial patch that makes the web UI for legacy
commands (i.e. those in CommandRunner) function and also look better.

In some senses, it is a stop-gap (as the legacy commands are being
moved to their own Command subclasses), but for the time being it fixes
the issue and makes debugging other issues with them much easier (as I
was sidetracked from working on the abstraction to fix this).
