[MERGE] (trivial) Use the right 'python' in the Makefile

In my setup, I have to supply an explicit python (otherwise it tries to
use cygwin rather than win32 python).

Mark's recent patch made cog.py better, but broke my build because it
uses a hard coded 'python'. This patch just brings it in line with the
rest of the Makefile.

I went ahead and submitted this already, as I feel it is trivially correct.
