[MERGE][bug #247585] Use a unicode commit message

We seem to have a test which is passing an utf-8 string to tree.commit()
as the commit message. Which happens to work sometimes if your
user_encoding happens to be UTF-8, because of some auto-decode logic in
there.

What I don't understand is how this test was passing on PQM as it should
be running "make check" which runs the tests in ASCII mode.

Anyway, I think the fix is simple and correct.
