BundleBuggy, send, and multiple projects

Hi all,

Now that BundleBuggy supports multiple projects, and a few of them
follow patches on this list, should we extend send to use the
[project/MERGE] convention we use?

My first thought was to have "bzr send --project PQM", however
you wouldn't really be in a situation where you wanted to send
a merge directive for bzr from a PQM branch, so it's more of a
branch thing. I think it's also something that's not likely to be
different for my branch than yours, unlike the location to submit
to.

Should there be something in the configuration for defining the
"project name". Should it be specific to send, or could there
be other things that might be interested in this?
