It is currently possible to get PQM to use a config-manager recipe at
some point during its functioning. This functionality is currently on
its way out (provided lifeless is happy with this happening).

I agree. The attached shifts the import of config-manager into only
those places that need it, which will hopefully get around this problem.

I'm spending this summer working on PQM. Included in this will be work
on the documentation, though I intend this to happen once some of the
more obvious code cleanup has happened (as some of these will affect
the docs fairly fundamentally).

I absolutely agree, and hopefully will be able to do something to work
towards this.
