[MERGE] 'bzr testament' only needs a branch, so don't open a WT

The code for 'bzr testament' only grabs the branch off of the working 
tree, so this patch just makes it open that directly.

This allowed me to generate testaments for branches without working 
trees. Of course, I would like to be able to generate a testament for a 
live working tree as well, but we'll get to that later.
