[MERGE] Make reconfigure --help more verbose.

Hi,
I recently struggled to figure out what exactly `bzr reconfigure` will do.

So I updated the help to say exactly what it would do (as best as I could
figure
out from the code.)

I also made the related help topic `branches` less ambiguous as it
made me think that a directory will be made, but actually the directory will
be changed.
