I'm not aware of anyone working on this yet.

Because Darcs isn't designed to enforce a particular history order, this
would be more challenging than it would be for history-snapshotting
systems like Subversion, Mercurial, Git, Arch, etc.

Adding the ability to import from Darcs would be significantly simpler
than adding foreign branch support.

Well, incremental import (assuming no history change) would be enough
for Launchpad to provide this.  I don't personally make decisions about
 which VCSes we support.
