bzr-p4: Perforce foreign branches for Bazaar

I'm planning to take a closer look at git-p4
(http://git.kernel.org/?p=git/git.git;a=tree;f=contrib/fast-import).
It produces a fast-export representation internally and uses git
fast-import directly.  I expect I can tease those two steps apart and
get a fast-export representation of a Perforce project that
bzr-fastimport can use.
