I actually think this should be a method on MutableTree, so that
specific tree implementations can customize how they handle ignores.
I suppose that isn't critical, and can be brought in once we have
multiple trees that act differently, but it would be nice to have.
Otherwise, I'm very happy to see this moved out of cmd_ignore. I thought
there might be another location that was trying to do something similar,
though. You might want to search around for '.bzrignore'.
