[PQM/MERGE] Remove config-manager dependency

Attached is a patch which removes the dependency on config-manager.
According to the Debian and Ubuntu config-manager packages, this
removes an inherited dependency on pybaz and therefore baz itself.

This depends on my previous removal patches.
