[PQM/MERGE] Remove Python 2.3 support

Attached is a patch which modified the checking for a minimum version
of Python 2.3 to be the same as bzr's checking for a minimum version of
Python 2.4.

As PQM is moving to support bzr only and bzr doesn't support anything
below Python 2.4, it doesn't really make sense for PQM to support
Python 2.3.

It isn't dependent on any of my other work.
