[MERGE] Improved UnicodeFilenameFeature

Yet another patch extracted from my setlocale branch. This addresses the
issue that current bzr.dev thinks any file system capable or storing a
greek alpha to be capable of storing arbitrary unicode characters.
By the way: I seem to recall that OS X requires decomposition of
combined characters for file names. Has this been considered during
development? Does this have any impact on the workings of bzr,
especially when exchanging data with platforms using other normalization
requirements?
