[MERGE] local weekday support

This is another feature spliced out of my setlocale branch.
It adds support for local weekday formatting to format_date.

So far the branch contains no code to actually use this feature, and as 
the conversion to unicode is restricted to localized formats, there 
should be no changes in behaviour yet.

When this is merged, I will propose other parts of my setlocale branch 
to actually use localized day of week names in info and log commands.
