Any disk change that older clients won't process correctly will require
format bumps. 

If we chose to use blooms in one of the ways *currently* handled by the
code, that would be handled correctly and not need a bump.

If we decide it needs something different (quite likely) then we'll need
a later bump. (But clearly the different code isn't written yet :)).
