[PQM/MERGE] Fix failing tests

There were a few failing tests due to reliance on APIs that have been
removed by (at least) bzr 1.5.  I also discovered that the tests for
the bzr backend assumed that trees for branches would be created, which
was not the case where they were running on my machine.  A tree-ful
shared repository is now created in the base of the test directory to
guard against this.
