bzr send --mail-to default to last committer?

While working on various plugins and sending patches to their
respective maintainers, I keep noticing that I tend to "bzr send" to
the last committer in the branch (as most people don't appear to use 
the child_submit_to option). 

Would it make sense to make make "bzr send" default to using the last
committer as the target to mail to if all other things fail ? 

I realise this probably wouldn't work for bzr.dev since that would mean
sending email to the PQM, but then again I think bzr.dev is an
exception (and really should have child_submit_to set!)
