[MERGE] setlocale mini (#128496)

Hi!

This is a bare-bones version of my setlocale branch.
For this, I hand-picked changes in order to call setlocale without 
changing the behaviour of bzr.

It passes current tests, excepting known bug #225020. I can think of no 
sensible additional tests to perform for this here, although third party 
plugins like bzr-svn already contain tests which depend on this.

This patch should be easy to apply, while the discussion about my main 
setlocale test continues. I might factor out various other improvements 
from that branch later on.
