[MERGE] (fixes 241133)Trivial UI change in smart/message.py

Fixing more trivial bugs to get the hang of it.  This one changes the 
error message that suggests that a user try -Dhpss to diagnose a 
connection error.  As suggested in the bug report, this is not really 
appropriate for an average user.  I expanded the first sentence slightly 
to suggest possible causes and eliminated the reference to the debug 
flag.  Since the change is so small, I didn't add it to NEWS, even 
though it technically is a bugfix.
