Yes.

No, it's just a problem of not being able to write symlinks to a
filesystem that doesn't support them.

There is a plugin https://edge.launchpad.net/bzr-win32symlinks that
provides cygwin-style symlink support on Windows.  There hasn't been a
lot of movement in terms of actually supporting symlinks in the core
recently.
