I believe this is https://bugs.edge.launchpad.net/bzr/+bug/205156

That code looks reasonable to me and I think we would generally be
helping our users by putting this in.  It might also be appropriate to
give a warning that copying in this way is slower.  (But is it
actually any slower.)

As far as testing it, perhaps the most appropriate way would be to use
a decorated repository that records the order things are copied?

I would be interested to hear what Robert thinks but otherwise would
like it for 1.6.
