There's a possibility I checked out using native Win32, and committed
using Cygwin, but I'm pretty sure it was my Emacs that added +x.  I
doubt it's Bazaar's fault, since I reproduced adding +x simply by
touching a file (mode 644 in Cygwin), and then editing it and saving
it in Emacs.  FWIW, my Emacs is GNU Emacs 22.0.990.1
(i386-mingw-nt5.1.2600) of 2007-05-23 on LENNART-69DE564 (patched).
