I get the idea now.
I see there is no update-plugin command yet.
One this apt does is allow you to say "install foo" and it will ensure
that the latest version of foo is installed, regardless of whether
it is installed or not.
My concern before was this:
rebase gets a new command, the plugin db is updated
I hear about the new command, and run it, get told to install rebase
I run "bzr install-plugin rebase" and it tells me it is already
installed, even though I don't have the new command.
However, that's something we can fix later in the plugin, we can still
get the core bits in now.
