[MERGE] Content filtering (EOL part 2 of 3)

Here's the guts of the end-of-line work: an open architecture for
two-way conversion of content between working trees and internal storage.

I suspect this needs a few rough edges taken off it before it gets
merged. On the other hand, it also needs lots of people kicking the
tires to confirm it works as advertised.

If anyone would like to have a go at writing a content filter, that
would be awesome. I'd send in some sample code soon showing how it's done.
