[MERGE] Trivial fix to automatic plugin suggestion core code

I've started to work on the plugin infrastructure again, and I'm
aiming at having it work as a plugin as soon as possible.

While I was working, I realized I missed something in my previous
merge, which was for bzr not to output the plugin suggestion with "bzr
ERROR:".

This is the only way could find to do this, but I'm open for better suggestions.
