Yes.  The intent is that the contents of the tarball can be placed into
a user's bzrplugins directory directly.

If version numbers were used, then you would quickly wind up with
multiple copies of bzrtools in the plugins directory.  But none of them
would work, because bzrtools-1.5.0 is not a valid name for a python package.
