[MERGE] Kick off for spanish translations of the docs

I've been putting this off for some time now until it was more
complete, but I figured it didn't make any sense having it sitting on
my hard drive any more, and someone emailed me a translation he had
done, so there might be others waiting to do so.

I've created the basic directory structure and added the few docs that
are already translated.

I names the index for the spanish docs "index.es.txt", but other might
prefer a different structure, especially to auto-generate the HTML
files.


Not sure what the review process for something like this will be  :)
