query bzr 1.4 status

The bzrtools package from the bzr ppa now has "bzr (>= 1.4~)" in its
dependencies, so it shouldn't cause upgrade problems (for 1.4 final or
1.5*).  The bzr-svn package looks like it is still a problem.
