query bzr 1.4 status

1.3.1 is the latest final release; 1.4rc1 was a candidate for the latest
release, and newer.  1.4final is released today.  Packages for 1.4 will
be in our PPA this afternoon.

For this cycle I'll look at creating a separate PPA holding beta rather
than released versions.
