bzr reconfigure can also produce this configuration.  It can't remove a
branch yet, because there hasn't been demand.  bzr split also does this,
IIRC.

I could imagine sticking trunk at the root of a repository and then
putting the feature branches as subdirectories of that.  Maybe I'm weird.
