[RFC] undeprecate Repository.all_revision_ids ?

Repository.all_revision_ids was deprecated without a successor.

Repository.get_revision_graph used to work, but is now also deprecated.

While all_revision_ids is evil *in the general case*, there really isn't
any other way that the heads plugin can work.  It needs all_revision_ids
or something analogous (iter_all_revision_ids might be nice), because
that's really what it needs to know.

So can we undeprecate it?
