bzr needs new windows maintainer

Well, 2 things.

When I first installed, I used 'easy_install pywin32', which downloaded the file
and installed it for me.

This time I downloaded it directly. When I renamed it, I saw the little shield
pop up, indicating that it would require admin rights to run the program (which
it did prompt me for this time). After installing, 'import win32console' works.

So I don't know if it was the admin rights, or a problem with 'easy_install'.
