Using the 1.4.0-1~bazaar1~hardy1 package, I don't see any of the
bzrtools commands.  It doesn't look like the package has been
installed to /usr/lib/python2.5/site-packages/bzrlib/plugins/bzrtools,
but instead to /usr/share/python-support/bzrtools/bzrlib/plugins/bzrtools.
