That command works fine for me, but I am not creating the branch in a
shared repo.  You may need to run "bzr reconcile" on your shared repo first.

even using the suggestion of "create the branch then pull into it":

That branch is not a dirstate-with-subtree branch, so that advice
doesn't apply.
