Is each item a 2 week cycle?
If that's the case, I think that points 4 and 5 are a bit too little
for 2 weeks, and 6 might be a bit too vague.

As for the rest, it looks good.
If you're going to be doing a SoC with this, I'd like to see a little
more detail for each cycle, so it's easier to follow up.

I would also add in there some time every 2 cycles to make sure it's
still in sync with the latest bzrlib changes, and unexpected bug
fixing, which, as we all know, is inevitable.

I'd also be happy to package and upload the plugin to PPA once it's
polished further (make depending on bzr-gtk optional, have a proper
README, etc), so it's easier for users to test it.

Anyway, good to see some progress on this  :)
