Tagging checkouts of Subversion repositories

This is almost certainly a newbie question but . . .

I just tried tagging a branch that is a heavyweight checkout of a
Subversion repository:

|> bzr tag release_1.1.2
bzr: ERROR: Tags not supported by SvnBranch('svn
+https://svn.codehaus.org/gant/gant/branches/1_1_X'); you may be able to
use bzr upgrade --dirstate-tags.

The pack format of the branch is though the latest possible for bzr 1.3
which is what I am using:

|> bzr check

This branch is being held in a shared repository but I doubt that is the
issue.

I am not sure this is a bug but if it is I will enter a bug report.
