[MERGE] Deprecate ``VersionedFile.annotate_iter``.

 * ``VersionedFile.annotate_iter`` is deprecated. While in principal
this
   allows lower memory use, all users of annotations wanted full file 
   annotations, and there is no storage format suitable for incremental
   line-by-line annotation. (Robert Collins)
