[bzr-loom:MERGE] Add default export location for looms

Hi all,

This patch adds support for a default export location to the export-loom
command.  This allows the value to be set in branch.conf or
locations.conf (or even bazaar.conf), making exports easier and reducing
the scope for error.

Also, when there is nothing for loom-export to do, it now emits
"Skipping up-to-date branch" instead of "Updating branch".
