bzr 1.3 in ppa; plugins still need updates

On that note (and with respect to the email also about bzr-svn 0.4.9),
it does seem like there's a problem in the delay between a release being
announced and the package being added to the ppa.  I don't know what the
statistics/speed of packaging is like with respect to other non-Ubuntu
distros and repositories.  Without wanting to sound ungrateful -- I
remain continually delighted with the work of the bzr team -- it seems
like an issue that needs addressing.

(Actually, in practice, the _major_ issue is not there being a delay but
coordination in the uploads of interdependent packages like bzr,
bzrtools and bzr-svn.  _Waiting_ is not so much a problem as the
irritation that comes from not being able to upgrade because of waiting
for a particular plugin.)

I do appreciate that the ppa only supplies one family of distros
(right?) and so uploading to it a lesser priority compared to building
new releases and improving bzr and its tools, but it would be good to
know what kind of plans/structures are being put in place to ensure
predictability of package releases (for the ppa and elsewhere) and what
kind of input might be helpful from the community (beyond the obvious
one of 'do the packaging!!').
