What constitutes the "identity" of a changeset?

bzr-svn respects identity based on revision ids as well. But since
Subversion doesn't by itself store revision ids, bzr-svn will generate
revision ids to represent revision in Subversion based on the Subversion
repository UUID, revision number and branch path.
