[MERGE] support vsftp (#129786)

Fix https://bugs.launchpad.net/bzr/+bug/129786

I don't know much about the internals of bazaar and it's transports but
the patch provided by Marcus Trautwig works for me. For half a year
nobody brought up a reason why it shouldn't be included. If there is
none, i suggest to merge it.
