Format compatibility between different version of bzr

Sure. This belongs in the pending Admin Guide IMO.

I think it ought to also appear in the online help for the branch and
checkout commands. If no-one disagrees, I'll add it there next week
(i.e. in a patch send to the list for review).

Are there other places people would expect to see it?
