[MERGE] Add -Dselftest_debug debug flag.

Hi all,

I regularly wish I could use “-Dhpss” to debug test failures when hacking on
smart server code.  Unfortunately, the tests helpfully empty the debug_flags to
make sure tests are run in a reliable environment.  This patch adds another
debug flag, “selftest_debug”, to disable this behaviour.

Example use would be like:

    ./bzr --no-plugins -Dselftest_debug -Dhpss selftest test_smart

I've already found it helpful.

As with all our other debug flags, this one has no tests ;)
