Your tree probably has a unique root ID. I was wrong to imply that only
Bazaar has this problem, but it is still a very small subset of Bazaar
branches; they would have to be created with an unreleased version of
Bazaar.
In any case, I will make sure that conversion to pack-1.4 does not have
this problem.
