[MERGE] Warn the user when resolving lp: URLs if they haven't set their login.

I agree. And the people that don't want to use launchpad but just
get the code are probably the most likely to be annoyed by a suggestion
that they should sign up.

There are more and more instructions appearing that tell users to
use lp: to get code.
